"Dear dukes, and who else it may concern. I am a Paladin of Tyr and wish to ask for your aid in a matter that concerns me. The other day I was walking in the temple district, and a woman, rather wealthy looking, screamed for my aid. Apparently a child had stolen her golden bracelet, and as upholder of law and justice, i took it upon my cape to find this thief. Later, I managed to track him down at the docks and retrieve the bracelet to its rightful owner. Justice was served, however I feel there must be a preventive way to handle these poor kids running around the streets, pick pocketing citizens. They are in need of money for food, to live. It is wrong to break the law, but their motive isn't evil.
I will ask of you to find it in your hearts, and help me raise a fund to make a shelter, where these orphans can get a meal a day, a bed to sleep in and someone to guide them into a craft or profession.
I am no accountant, so I have no idea what sort of gold is needed to realize this ambition, and I ask of you to come up with a budget for this project. I will offer every gold piece I can and my volunteer work, as well as trying to get more people involved.

Raist finds a letter awaiting him at the Temple of Tyr bearing the seal of the Dukes.
Dear Sir,
We apologize for not responding to your request sooner as we did not receive your letter until this very day.
We assure you that the plight of the orphans out on the streets is a problem we have and will continue to look into. We welcome any help you may offer in this matter once we have set a course of action.
Until then, you may find much to do in the way of aiding the poor by helping at the Ilmateran temple. They do much to alleviate the plight of the less fortunate of our citizens and any assistance you could provide them would not go unappreciated.
