Just a quick question, it states the save for this spell is this:
"The caster attempts to dispel all spells on the target creature, with a dispel check of 1d20 + 1 per caster level (no caster level limit) against DC of 11 + the spell effect's caster level."
If the caster does not have any caster levels and is using UMD. Does it go by that?
For example, if I had a rogue/assassin build with maxed out UMD and casted MD on a person. Would their dispel DC only be 11? Or would it be 11 + my UMD skill score?
Thanks in advance!

The caster level for scrolls is (almost) always listed near the bottom of the scroll description. The default caster level for scrolls is usually the level of wizard (or cleric, bard, druid.. whatever) required to learn the spell.
Mordenkainens Disjunction is a level 9 spell, requiring 17 levels of wizard, so I'm fairly sure the UMD caster level will be 17. So your dispel check will be 1d20 +17.
Compare this to say... dispel magic. Dispel magic is a level 3 spell, requiring 5 levels of wizard. Thus the dispel check for a scroll of dispel magic is 1d20+5.

Changanjie has it right. Sorry. You won't be scrolling down a dedicated caster's buff bubble with Disjunction.

Sorry. You won't be scrolling down a dedicated caster's buff bubble with Disjunction. Actually, you will! In addition to attempting to strip all magical effects from the target, Mordenkainen's disjunction will remove up to six mage-specific buffs from a single target, or two mage-specific buffs from a group of targets, exactly like Spell Breach would. So even if the dispel part of a scrolled mordies should fail to beat the Caster level check, you will still strip them of at least 2 mage buffs (eg Shield, Spell Mantle, Mage Armour, Globe of Invunerability), or six if you target the mage specifically. Very, very powerful dispel magic at work here! Read the spell description for the list of mage-specific buffs that Mordenkainen's will target (the same group targeted by Spell Breach, actually....)

Mordenkainens Disjunction is bugged, though. You can't use the targeted version; only the AI can do that. So it's 2 buffs that you dispel.
Still a very powerful spell, of course.

so you don't get your int bonus to DC when casting from a scroll like a normal caster would?
