Since no skills actually give one player a decicive advantage over another in PvP, i don't think that this qualifies as a balance issue.

Able learner allows people who want to have levels based on what they encounter in environment to be reflected. I don't view a wizard traveling with rangers warranting a level in Ranger class. It would deserve a few skill points dropped into survival, which able learner allows person to do with out gimping them selves.

Well, I'm not sure that's where the focus is for the dev team when it comes to balancing (although I would maintain that almost all pvp issues translate into pvm issues), but it's also not really an accurate assessment. UMD is the single hardest thing to balance for in pvp, in my experience. Splash Class scroll use is tied into it as well. With access to scrolls, characters can really cover up a LOT of weaknesses, and there are plenty of spells that are almost just as good from scrolls as they are when cast by a level 30 caster.

The problem is twofold:
1) NWN(2) allows you to save skill points and spend them later, which lets you avoid having to live with the skill restrictions of the class you are leveling up.
2) NWN(2) doesn't limit class skills based on class level, but rather counts any class you have at full character level for determining any skill cap.
Unfortunately these are not things that I think can be changed by anyone but Obsidian.

I obviously don't know ALL the rule's changes that have happened in DnD. nwn2.wikia.com/wiki/Cross-class_skillIn NWN, multiclass characters could not increase a cross-class skill beyond (3+character level) รท 2 when leveling up, even if their other class(es) had it as a class skill. In v3.5 rules and NWN2, this has changed. When leveling up, you can increase a cross-class skill to (3+character level) if another one of your classes has it as a class skill (though they still cost 2 skill points). This makes the Able learner feat very important for multiclassed rogues, as it allows your other classes to increase your rogue skills at the regular 1 skill point rate. I guess I just have to live with the fact that the game mechanics encourage bizarre and (nearly) unrestricted class/skill/feat combination's that take advantage of skills like UMD and Tumble.
