How do goblins use spears in underdark cause i though goblins have same weapon restrictions as halflings. Just find it annoying is all.

With all the glory of the toolset, any creature can have any properties and statistics. Also Goblins are known to use spears in some scenarios, especially Worg riders.

Short/small PC's can do this as well. Just take the monkeygrip feat... perfect example?
Cleric w/ war domain/ Favored Soul of Baervan Wildwanderer in the gnome pantheon.
I have to say though, there's something comical about seeing the smallest halfling possible running around with a huge greataxe.
Oh yeah, you can also use longbows on small creatures using the same feat. Hope that helps.

Actually if you've played dnd, they wield SHORTspears not longspears, unfortunately shortspears aren't implemented in to NWN 2 so yeh...
