Revered dukes of Baldur's Gate,
I write to you on behalf of and representing the mage Avon. Although he never did anything to infringe the laws of the city or its surrounding lands the wizard is treated as an outlaw and thus has to fear for his life only because of his heritage. Despite the fact that he is Thayan he never lived up to the sinister stereotype the caste of red wizards stands for. He is a good mannered and mostly polite man and recently lent his hand in the destruction of a dangerous planar rift that had opened near the old temple by the Trade Way. In essence I seek his pardon, that being the removal of his outlaw status while granting him full citizenship. If need be Avon will of course undergo an audition by the council of four.

The dukes look at this notice for along time, and after several hours of discussion between them and the Captains of the Flaming Fist, file the letter in the nearest trash can.
They do however send a response.
Dear Jared Burns.
While we appreciate your vouching for the wizard known as Avon you must understand this region has paid greatly, in both financial stability and with considerable lives because we gave Thayan visitors the benefit of the doubt. He may be a "good and noble" soul, but the council believes that allowing him free reign among us is not a wise course of action. We have learned from our mistakes and will not put the city, its people, or its economy at risk. You and your client should be thankful enough we are even allowing him to walk the country side uninhibited. We are truely sorry but the declaration remains, your client is to remain outside of the city boundries on promise of incarceration and or regional banishment.
