It is a shame how ELC is not counted towards the level requirement. For example, with ELC +2 third level drow warrior should be able to wear amulet of natural armor +2, just as the level five half-drow warrior can. Both of them get the same amount experience points from monsters, both of them have to reach the same amount of experience to reach the next level. Yet, the ones with ELC cannot wear the same equipment. It doesn't feel right.

Its not that bad really. The only real penalty for an ECL race is having to gather more xp to hit the next level. But if you think about it all it takes is more time achieve that goal. It really does nothing to address overpowering and it can't in all honestly.
Its not a big deal to kill twice as many Gnolls when you can rip through them.

id like to add the Ecl means you can enjoy getting higer xp from easier critters for abit longer while the half Drow must kill more difficult opponents so yes both should be able to use the amulet at the same level

No, the amount of XP you get is determined by how much XP you have. A drow with 0 XP gets as much reward from killing a bat as a lvl 1 half-drow; a drow with 2000 XP gets as much reward from killing a bat as a lvl 2 half-drow, despite still being lvl 1. A drow with 5000 XP gets as much reward from killing a bat as a lvl 3 half-drow, and yes, that drow is still lvl 1.
It's tough. But if you get lucky you have friends that will level you up past the first level.

Yes leveling drow is tough in one month maybe more now almost level 9.
