Yes, all spells are temporary but there's a huge difference between the hr/level xminutes/level spell and the round/level ones. The former I would cout, the latter I would not. If you are counting short duration buffs then perhaps I can see this.
(Although I'll admit I'm not thinking very hard about it. I suppose I should sit down and see what AC I can get with a mage build)

Its a pretty convoluted build, but if you come up with it, you will win......Meldors soul!. Anyways, at lowest, the build uses 60 per level spells like shield.

So I get home to test things out and I'll admit I was somewhat wrong here.
I ran through a straight sorc build. I'm discounting the dip into pal for divine shield since it's temporary. The numbers would be skewed with a dip into cleric (or pal for that matter, but cleric nets you some domains) for the full plate and shield then using still spell (this would bring the numbers up by ~5
So, a sorc could get very close. 43 was the best I could do with no eqiupment (really 45 but it doesn't show the deflection from the prot from evil). assuming you could get dodge and deflection spells (or dex enhancment above 4) to equal 7 AC then it's doable (my mistake was assuming that the (imp) combat expertise cancels out when you cast a spell like it did in NWN1.
I went yuan-ti (for the nat armor 1) with 20 dex and 19 chr (all points went to dex) Combat expertise (improved when I had it) active andspells: mage(improved when I had it), shield, spiderskin, cat's grace, reduce person, shadowshield. I had prot from evil up but the deflection didn't show. All that gave me 43 shown AC for an actual 45 against evil.
A wizard, however, could straight up do it because he can start with deep gnome (the chr penalty makes it hard for a sorc). The 4 dodge AC gets him really, really close
I did not check into epic. It's possible that Epic bridges the gap.
So I'm assuming your referring to the dip into cleric or paladin which would get you to your goal (and you could forgo most my dex work). However, I think the cost of stilled spells is worth noting.
So I'll admit I was wrong there.
However, I don't think the 82 AC is possible. with a "relatively simple" caster.

is the 50 ac build effective for medium-long duration and do you retain spellcasting? I know I can get 50 ac if I shapechange.

Yes, all the spells were a minute or better duration. Imp Combat expertise is free. If you go with armor you must still spells.
