I think it would be awesome if our dev's could add epic spells and certain spell-like abilities for classes (fiendish resilience for warlocks, summon familiar for wizards/sorcerers, turn undead for clerics/paladins, etc) to the quickcast GUI.
Personally, I've always preferred the quickcast GUI over the hotbar, does anyone else feel the same way?

The problem with this is that the QuickCast GUI is already bugged. I'm sure there are people out there that already take advantage of this bug to use spells when they normally couldn't (If you don't know what I'm talking about, I won't tempt you to use it by giving out details). If this bug can be fixed, I'd support the idea.
PS: If you know what bug I'm talking about, please don't use it. It's taking advantage of a flaw that shouldn't exist.

I know what you are talking about, and unfortunately the bug that allows that to happen I believe is hardcoded into the game... the only way for it to be fixed is for Obsidian to do so in a patch, which they haven't done and the bug has been around since the first released version of the game (talk about lazy developers...).
However, I have to say that I think that they shouldn't have disallowed spellcasting in some polymorphed forms in the first place. Beings like mindflayers, horned devils, and nightwalkers can all cast powerful magic, and for powerful wizards polymorphed into these forms not to be able to cast any magic at all is ridiculous. I simply think they should have temporarily replaced the available spells with those suited to the form you've transformed into (obviously non-magical forms would not be able to cast magic, like trolls, umber hulks, and so on).
Worse yet, the bug affects all classes that can polymorph, including wizards, sorcerers, warlocks, druids, and so forth.

Well, the whole shapechange thing is broken in general. Shapechange is supposed to give you all the powers of the form but you lose all of yours. They only seem to take away your own (i.e. spellcasting) and not the special stuff (other than regenerate, spell resistance, and stats). You don't get their spellcasting abilities. Anyway, it's really up to the devs if they want to change this or not, but the current stance is that we (My PC is a wizard) shouldn't be able to cast spells in shapechanged forms. If they give the thumbs up on it, believe me, I'll be the first to jump on it.
