I believe 1 is automatic fail and 20 is automatic success in NWN2. I'ld have preferred the -10/+10 varient where if you roll a 1 is treated as -10 and 20 as +30. So if Mighty lvl 20 Paladin King Gumba rolls a 1 its treated as a -10, so if his BAB is +28 from his Flaming Sword of Doom his roll is translated to 18 if the enemy say a lvl 1 goblin as 10 AC, he hits. Just the same even if a lvl 1 Goblin rolled a 20 and his roll is treated as +30 + BAB (say 3) so 33, fighting lvl 10 ftr/10 dwarven defend Dwarf of doom with an AC of 50 he will miss. That is roughly how i read it. You method suggested wouldn't work because high level characters will never miss and hardly ever be hit by the most powerful mobs. In reality, even the most epic would have a hard time dodging if he were surrounded by many low levels. This is also a serious damper on PvP. I agree, David v Goliath should always be a (though slim) possibility.
